Questra World Review: Russian scammers, IPOs & African banking
A video on the Questra World website identifies Jose Manuel Gilabert as CEO of the company. Other than that, no information about Questra World’s management is provided.
A corporate address in Madrid, Spain is also provided on the Questra World website.
The same address appears on AirBnB (as a one bedroom apartment) for $45 a night.
The Questra World website domain (“questraworld.es”) was registered on the 30th of June. Questra Holdings is listed as the domain owner.
Questra World appears to have been initially launched as Questra Holdings in mid 2015. Questra Holdings used the domain “questra.es”, which today is non-responsive.
In September 2016 Belgium’s Financial Services and Markets Authority issued a regulatory warning against Questra Holdings.
Questra Holdings is not an authorized investment firm or credit institution in Belgium. It is therefore not allowed to provide banking and/or investment services in or from Belgium.
Moreover, the system proposed by Questra Holdings has every appearance of being of a pyramidal type or at least of a Ponzi fraud.
Whether this lead to the Questra World name-change is unclear.
Possibly due to language barriers, I was unable to find any further information on Jose Manuel Gilabert (MLM related or otherwise).
As always, if an MLM company is not openly upfront about who is running or owns it, think long and hard about joining and/or handing over any money.
The Questra World Product Line
Questra World has no retailable products or services, with affiliates only able to market Questra World affiliate membership itself.
The Questra World Compensation Plan
The Questra World compensation plan sees affiliates invest in eleven plans, on the promise of an average weekly ROI.
- Standard – invest €90 to €999,999 EUR and receive an average weekly ROI of 6% for 52 weeks (ROI not withdrawable until after 52 weeks)
- White – invest €90 EUR and receive an average weekly ROI of 4%
- Yellow – invest €270 EUR and receive an average weekly ROI of 4.2%
- Green – invest €810 EUR and receive an average weekly ROI of 4.6%
- Blue – invest €2430 EUR and receive an average weekly ROI of 5%
- Red – invest €7290 EUR and receive an average weekly ROI of 5.2%
- Black – invest €21,870 EUR and receive an average weekly ROI of 6%
- Indigo – invest €65,610 EUR and receive an average weekly ROI of 6.2%
- VIP – invest €100,000 EUR and receive an average weekly ROI of 6.47%
- VIP Gold – invest €250,000 EUR and receive an average weekly ROI of 6.47%
- VIP Platinum – invest €500,000 EUR and receive an average weekly ROI of 6.47%
Questra World Affiliate Ranks
There are eleven affiliate ranks within the Questra World compensation plan.
Along with their respective qualification criteria, they are as follows:
- Newcomer – sign up and invest in a Questra World plan
- Bronze Agent – personally recruit affiliates who together invest at least €3000 EUR
- Silver Agent – personally recruit affiliates who together invest at least €25,000 EUR
- Gold Agent – personally recruit affiliates who together invest at least €50,000 EUR
- Platinum Agent – personally recruit affiliates who together invest at least €100,000 EUR
- Bronze Director – personally recruit affiliates who together invest at least €500,000 EUR
- Silver Director – personally recruit affiliates who together invest at least €1,000,000 EUR
- Gold Director – personally recruit affiliates who together invest at least €3,000,000 EUR
- Platinum Director – personally recruit affiliates who together invest at least €10,000,000 EUR
- Managing Director – personally recruit affiliates who together invest at least €30,000,000 EUR
- Super Director – personally recruit affiliates who together invest at least €100,000,000 EUR
Referral Commissions
Referral commissions in Questra World are paid out via a unilevel compensation structure.
A unilevel compensation structure places an affiliate at the top of a unilevel team, with every personally recruited affiliate placed directly under them (level 1):
If any level 1 affiliates recruit new affiliates, they are placed on level 2 of the original affiliate’s unilevel team.
If any level 2 affiliates recruit new affiliates, they are placed on level 3 and so on and so forth down a theoretical infinite number of levels.
Commissions are paid out as a percentage of funds invested by affiliates in a unilevel team.
How much of a percentage a Questra World affiliate earns is determined by their rank:
- Newcomer – 5%
- Bronze Agent – 7%
- Silver Agent – 9%
- Gold Agent – 10.5%
- Platinum Agent – 12%
- Bronze Director – 13%
- Silver Director – 14%
- Gold Director – 14.5%
- Platinum, Managing and Super Directors – 15%
Note that the above percentages are a coded bonus, with 15% paid out on every Questra World investment.
If an affiliate is not at that Platinum Director or higher rank, they are paid their applicable percentage. The system then searches further up the upline to pay what remains of the total 15% payout.
Eg. You are a Bronze Agent and recruit a new VIP affiliate (€100,000 EUR).
Your referral commission rate is 7%, so you are paid €7000 EUR.
This leaves 8% of the total 15% generated, which has to be paid out to a Silver Agent and higher ranked affiliates.
The Questra World system begins searching the upline for a Silver Agent or higher ranked affiliate.
The first it finds is a Bronze Director. A Bronze Director’s referral rate is 13%. 7% has already been paid out to you so they receive the difference of 6%.
Of the total 15%, 2% remains to be paid out.
The Questra World system continues to search the upline for a Silver, Gold, Platinum, Managing or Super Director to pay the remaining 2% out to.
If a Silver Director (14%) is found, the system pays out 1% and searches for higher ranked affiliates to pay the remaining 1% out to.
If a Gold Director (14.5%) is found, the system pays out 1.5% and searches for a higher ranked affiliate to pay the remaining 0.5%out to.
If a Platinum, Managing or Super Director is found, the system pays out the remaining 2% and stop searching.
Note that Platinum, Managing and Super Directors receive the full 15% referral commission rate on all deposits made by personally recruited affiliates.
As the full amount is paid out to these affiliates, no coded bonus is paid upline.
Interest Free Loan
Questra World affiliates at the Gold Director and higher ranks can apply for an interest free loan.
The Questra World website states the loan must be put towards real estate or a vehicle.
25% of the price of the real estate or vehicle must be paid by the affiliate. Questra World offer to pay the remaining 75% over a period of 5 years (vehicle) or 10 years (real estate).
Repayments on the loan are taken out of a Questra World affiliate’s commissions.
Joining Questra World
Questra World affiliate membership is tied to investment in one of eleven plans:
- Standard – €90 to €999,999 EUR
- White – €90 EUR
- Yellow – €270 EUR
- Green – €810 EUR
- Blue – €2430 EUR
- Red – €7290 EUR
- Black – €21,870 EUR
- Indigo – €65,610 EUR
- VIP – €100,000 EUR
- VIP Gold – €250,000 EUR
- VIP Platinum – €500,000 EUR
The primary difference between the above plans is income potential through the Questra World compensation plan.
Conclusion
Although presented in somewhat of a confusing matter, Questra World’s compensation plan is simple enough.
Questra World affiliates invest up to €999,999 EUR on the promise of weekly ROIs.
The only verifiable source of revenue entering Questra World is affiliate revenue. The use of new affiliate revenue to pay off existing affiliates makes Questra World a Ponzi scheme.
One thing I observed is that almost every video on the official Questra World YouTube channel is titled in Russian. This struck me as strange for a purportedly Spanish company.
I dug a little deeper and came across a marketing presentation on the Questra World website.
Oddly enough the presentation start off by marketing Atlantic Global Asset Management.
Questra World claim to be an “advertising broker” with “exclusive rights” to promote Atlantic Global Asset Management.
Atlantic Global Asset Management have investment plans of their own, offering weekly ROIs of up to 6.47% on deposits of up to €500,000 EUR.
The company maintains a website over at “atlanticgam.es”.
Atlantic Global Asset Management claim to generate ROI revenue through the arranging and conducting of IPOs, however nothing specifically links ROI payouts to IPOs.
Leave aside the fact that if Atlantic Global Asset Management were able to consistently generate 300% to 500% ROIs in 7 to 8 months, they’d have no need to solicit investment from affiliates.
The CEO of Atlantic Global Asset Management is cited as Andrey Andreevich Abakumov:
This appears to be Questra World’s link to Russia.
No information outside of Abakumov’s involvement with Questra World and Atlantic Global Asset Management exists.
Antonino Vieira Robalo is cited as President of Atlantic Global Asset Management’s “President of the Fund”.
Documents in the presentation suggest Atlantic Global Asset Management have incorporated themselves in Cabo Verde.
Cabo Verde, also known as Cape Verde, is a remote island nation of the west coast of Africa. It has a population of about 500,000.
Antonino Robalo is Questra World’s link to Cabo Verde. Otherwise the company doesn’t appear to have any physical presence there.
EcoBank, who Atlantic Global Asset Management claim is “the largest bank in Cabo Verde”, is purportedly who they launder invested affiliate funds through.
When we put all of this together, we get Russian scammers using Spanish puppets to front their Ponzi scheme. Funds are laundered through a remote African island bank, which is unlikely to trip money laundering filters.
None of this even remotely suggests any legitimate business activity is taking place across either Russia, Spain or Cabo Verde.
As with all Ponzi schemes, Questra World will collapse once recruitment of new affiliates dies out.
The extremely long maturity period of investments (365 days) means Questra World, Atlantic Global Asset Management and any other names they go by, will collapse long before affiliates realize their money is gone.
Affiliates will then be left chasing paper trails through the wilderness of an African island nation, which if they get through will lead on to who knows what in Russia.

Unless those results show consistent ROIs over time to pay out Questra World’s advertised ROI rates, they mean nothing.
What you might get are some random forex reports showing marginal wins. That’s token pseudo-compliance while the majority of the ROIs paid out are funded by subsequent investment.
Questra World pretends to be a Spanish company when it’s run by Russian scammers. Forex is a common enough con for Ponzi schemes, this is nothing new.

They have gone to a lot of trouble to set this up. System, promotional material, website. They pay out 300% over 12 months would suggest they should have already closed up.
I see they say have been around since 2009 and more recent upgrade since, early 2015.
Pls ready info carefully because investment do not offer 300% but around 220% after year, BUT in this is included 100% of what we invested so the real ROI gives after year is Twice what we invested. If you have a team of good (for example) stock market investors in company it is not hard to get that ROI.
about ponzi scheme: AGAM do not pay for advertisment in public media due to not filtered/interested ppl. They choosen MLM model but if you are smart (I believe!) than U will see that every company has a structured model with directors general, regional, managers and consultants this is driven by better leadership, even in Army you have generals, captains, solders to do the same.

That’s right, some partners have frozen accounts like Igor Horst. He was a German top-leader and was one of the first that achieved the 500,000 bonus level. But they have frozen his account and now he lost 2 million Euros of commissions and bonus.
Other German leaders changed the company, too. Rudolf Till has written a statement in the Whatsapp group, that he aren’t promoting QuestraWorld any more, because he is waiting for his bonus since November.

I am willing to take the chance with a small amount just to see if it perhaps would be legit. But it would be great to see/hear if some people that are discussing this have actually tested it…

Hello i have been with This company for 5 weeks i have over 20 friends that are in as well. Some since semptember.
Tommorrow about 400 top investors are going to dubai for 4 days. All paid expense by questra. Im sure alot of gfeedy rich dubai millionares have money to put in.

Ponzi schemes are just as illegal in Indonesia as anywhere else.
I was really invited yesterday for a kind of a seminar hosted by a guy in Nigeria who claimed to have joined since October 2016 and had been earning big since then.
He told us that his entry tole was 270 euros and had been getting paid his ROI since then and as a matter of fact received and alert of 5000 euros as bonus.
The striking thing is that he splitted the stuff into two: AGAM and Questra World.
He said that AGAM is an investment company under whose platform one registers as a holder whom shall be paid 5-10% of investment weekly and the QuestraWorld is the networking aspect of the stuff.
That doesn’t actually want the stress of getting people to register, he or she can just wait and be receiving 5-10% of his investment weekly for a period of one year. But if one wants to earn more,he should refer people which enables him to earn referral bonus from Questra which would be added to the AGAM’s weekly ROI.
Many are willing to join because they told us it’s not a ponzi. Scheme that leverage on people.
That AGAM invest people’s collective investments in IPOs, FOREX, debentures, real estate and all that. And now all these info are coming up against AGAM and Questra World.

I took one look at the video and knew that there was something fishy about this company! The spelling is bad, some of the background graphics are in Dutch, the presentation is not very professionally done and no real information given about how they trade.
Plus the fact that they only trade on Zulu and eTore, not to say those are bad, I don’t have enough info to judge that, but it doesn’t seem to me that professional investors/traders would limit themselves to ‘social media’ type platforms.
Also, to those of you who say that you withdraw money every week, of course you do! That’s how these Ponzi schemes work.
Initially, while more and more investors are joining, there is enough money to go around (minus of course the bit they are taking) as people are depositing funds. But at some point this will dry out, they will have taken their share and investors will lose whatever they still have in there.
My advice, take you money out asap. Although I really do feel sorry for those who have not researched this, or don’t read blogs etc. the will end up losing their money.

Whether you’ve succesfully scammed people who joined after you or no doesn’t make Questra World any less of a Ponzi scheme.
Ditto offices in Madrid and Dubai and conventions in Germany. And whatever a “swiss assurance compagnie” is. You can’t legalize a Ponzi scheme so it’s a moot point.
Once affiliate recruitment dies off, so too does new investment – leaving the majority of Questra World affiliates with a loss.

Both are related to not having correct licence for compounding and investing money from other people.

Ask for evidence Questra World has a source of revenue other than new affiliate investment. And I mean hard evidence, not “my sponsor’s sponsor’s dog says…” type nonsense.

Possible reason:
a) They cut off some less effective branches (e.g. whole countries) – the branches not recruiting enough new members to keep the Ponzi/pyramid scheme running fast enough to sustain and to feed scam admins.
b) They may feel a regulation pressure in some countries – it’s better to run away before the fist authorities strikes them.
