Govvi fails to provide company ownership or executive information on its website. A corporate address in Utah is provided.

Govvi’s website domain (“govvi.com”), was first registered in 2015. The private registration was last updated on April 18th, 2022.

A search on the WayBack Machine reveals the domain was for sale in late 2021. This suggests April 2022 is when Govvi’s owners took possession of the domain.

The current Govvi website appears to have gone line on or around June 2022.

It’s not linked from their website but Govvi has an official YouTube channel.

On June 10th, 2022, a video titled “Govvi Q&A” was uploaded to the channel:

In the video Lance Conrad identifies himself as Govvi’s CEO. Conrad is on the right, sitting on the left is Govvi’s President of Central and South America, Roberto D Celaya.

In Govvi’s marketing documentation, Conrad further cites himself as Govvi’s founder.

BehindMLM first came across Lance Conrad in 2017, as part of the Divvee executive team.

At the time Divvee was getting into securities fraud through Ryze, a company owned by serial Ponzi launcher Travis Bott.

Later in 2017 Divvee was rebooted as Nui. When Conrad left the company is unclear.

After Divvee Conrad went on to sign as Master Distributor of B-Epic.

Possibly due to language-barriers, I wasn’t able to establish whether Roberto Celaya has an MLM history.

Why Govvi doesn’t provide executive information on their website is unclear.

Govvi’s Products

Govvi’s flagship product is “Boost Fuel Tabs”.

Govvi’s marketing represents use of Boost Fuel Tabs

  • get(s) more miles per gallon
  • boost(s) power and performance and
  • reduce(s) emission and exhaust.

Govvi members have reported as much as 5%, 10%, 15% and in some cases 20% more miles per gallon.

One tablet treats 15-20 gallons and is safe for all vehicles including diesel engines.

Our formula uses technology developed by Nobel Prize winning chemists and is EPA registered.

Govvi Boost Fuel Tabs retail at $35 for a pack of 5 tabs.

Govvi’s Compensation Plan

B-Eco’s compensation plan combines retail sales with a heavy emphasis on autoship recruitment.

Govvi Affiliate Ranks

There are six affiliate ranks within Govvi’s compensation plan.

Along with their respective qualification criteria, they are as follows:

  • Promoter – maintain a monthly Boost Fuel Tabs order and recruit one Promoter
  • Rising Star – maintain a monthly order recruit two Promoters (placed one on each side of the binary team)
  • Star – maintain Rising Star qualification and generate 1000 GV a week in weaker binary team side volume
  • Star Maker – maintain Rising Star qualification and generate 2000 GV a week in weaker binary team side volume
  • Rock Star – maintain Rising Star qualification and generate 4000 GV a week in weaker binary team side volume
  • Super Star – maintain Rising Star qualification and generate 8000 GV a week in weaker binary team side volume

Retail Commissions

Govvi affiliates earn a commission on the sale of Boost Fuel Tabs to retail customers.

Retail commissions are paid as the price difference between the retail and the autoship price.

Business Pack First Order Bonus

If a retail customer or recruited affiliates sign up for a $99.99 a month Business Pack autoship (7 Boost Fuel Tab packs), the referring/recruiting affiliate earns a 35% commission on first order generated sales volume.

Residual Commissions

Govvi pays residual commissions via a binary compensation structure.

A binary compensation structure places an affiliate at the top of a binary team, split into two sides (left and right):

The first level of the binary team houses two positions. The second level of the binary team is generated by splitting these first two positions into another two positions each (4 positions).

Subsequent levels of the binary team are generated as required, with each new level housing twice as many positions as the previous level.

Positions in the binary team are filled via direct and indirect recruitment of affiliates. Note there is no limit to how deep a binary team can grow.

At the end of each week Govvi tallies up new retail and recruited affiliate order volume on both sides of the binary team.

Residual commissions are paid as a percentage of volume on the weaker binary team side, based on rank:

  • Rising Stars earn a 10% residual commission rate
  • Stars earn a 12% residual commission rate
  • Star Makers earn a 15% residual commission rate
  • Rock Stars earn an 18% residual commission rate
  • Super Stars earn a 20% residual commission rate

Once paid out on, volume is matched against the stronger binary team side and flushed.

Any leftover volume on the stronger binary team side carries over into the following week.

Matching Bonus

Govvi affiliates earn a 20% Matching Bonus on residual commissions earned by personally recruited affiliates.

Generation Bonus

Star Maker and higher ranked Govvi affiliates qualify for a Generation Bonus.

Govvi tracks generations via a unilevel compensation structure.

A unilevel compensation structure places an affiliate at the top of a unilevel team, with every personally recruited affiliate placed directly under them (level 1):

If any level 1 affiliates recruit new affiliates, they are placed on level 2 of the original affiliate’s unilevel team.

If any level 2 affiliates recruit new affiliates, they are placed on level 3 and so on and so forth down a theoretical infinite number of levels.

Govvi defines a generation in a unilevel team leg when a Star Maker or higher is found in the leg.

This caps off the first generation for that leg, with the second beginning immediately after.

If a second Star Maker or higher ranked affiliate is found deeper within the leg, they cap off the second generation and the third begins under them.

Using this generational structure, Star Maker and higher ranked Govvi affiliates earn earn a 10% Generation Bonus on up to four generations per unilevel team leg:

  • Star Makers earn a 10% Generational Bonus on up to two generations per unilevel team leg
  • Rock Stars earn a 10% Generational Bonus on up to three generations per unilevel team leg
  • Super Stars earn a 10% Generational Bonus on up to four generations per unilevel team leg

Global Bonus Pool

Govvi takes 2% of weekly company-wide revenue and places it into the Global Bonus Pool.

The Global Bonus Pool is shared equally among Super Star Promoters.

Govvi Life Reward

The Govvi Life Reward is an autoship recruitment incentive. Govvi rewards affiliates on autoship who recruit affiliates on autoship.

An autoship order of one Boost Fuel Tab generates 35 PV a month.

The Govvi Life Reward has four tiers:

  1. maintain a Boost Fuel Tabs autoship order, recruit and maintain two affiliates on autoship who each recruit two affiliates on autoship of their own = $50 monthly Govvi Life Reward
  2. maintain a Boost Fuel Tabs autoship order, recruit and maintain three affiliates on autoship who each recruit three affiliates on autoship of their own = $150 monthly Govvi Life Reward
  3. maintain a Boost Fuel Tabs autoship order, recruit and maintain four affiliates on autoship who each recruit four affiliates on autoship of their own = $250 monthly Govvi Life Reward
  4. maintain a Boost Fuel Tabs autoship order, recruit and maintain five affiliates on autoship who reach recruit five affiliates on autoship of their own = $350 monthly Govvi Life Reward

Note that if the autoship orders are 70 PV a month or more, the above Govvi Life Reward bonuses are doubled.

Joining Govvi

Govvi affiliate membership is tied to the purchase of Boost Fuel Tabs.

Given Govvi affiliates are required to maintain a monthly order, this makes Boost Fuel Tabs’ monthly cost the defacto cost of affiliate membership:

  • Starter Pack – $24.99 a month
  • Family Pack – $49.99 a month
  • Business Pack – $99.99 a month

Govvi Conclusion

Something fishy is going on here…

Lance Conrad is/was the Master Distributor for B-Epic.

B-Epic launched its own fuel tabs opportunity, B-Eco, earlier this year. B-Epic claims its fuel tabs are “exclusive”:

Apart from ties to B-Epic, we know the B-Eco and Govvi fuel tabs are the same because they both use the same marketing:

Any time you see fuel tabs and talk of a 1973 Nobel Prize, Geoffrey WIlkinson and Ernst Otto Fischer, you’re looking at an Xtreme Green reseller.

There’s nothing wrong with that. But how Govvi has been set up as a direct competitor to B-Eco, when its run by the company’s (former?) Master Distributor, raises pressing questions.

Earlier today a bunch of Govvi SEO spam articles were published on various press-release sites:

As you can see, the objective appears to be to bury search results related to BehindMLM and Govvi.

The source of the Govvi SEO spam is G3 Development:

G3 Development is owned by Adam Paul Green.

Green has been running a spam marketing factory targeting BehindMLM for the better part of a decade:

It seems Govvi wanted to get ahead of BehindMLM reviewing Govvi.

What could they be trying to hide?

Govvi is essentially a clone of B-Eco, run by the company’s current/former Master Distributor – now CEO.

B-Eco is part of B-Epic, a company run by serial fraudsters Dan Putnam and Angel Rodriguez.

Putnam and Rodriguez were sued by the SEC for securities fraud in 2020.

Through various scams, the SEC alleges Putnam, Ramirez and Rodriguez defrauded consumers out of at least $12 million. The case is still playing out.

In the lead up to Govvi’s launch, Lance Conrad and Angel Rodriguez have been pretty chummy on social media.

I suspect ownership of Govvi traces back to Rodriguez and Putnam.

In reviewing B-Eco I suspected B-Epic had acquired the rights to Xtreme Green’s fuel tabs (manufactured by parent company Pro One).

Expanding on that, the game plan appears to be to flog the rights through two competing companies. Whether any more Xtreme Green fuel tab companies surface remains to be seen.

Between an SEC lawsuit hanging over the company owner’s heads and scummy marketing tactics, that alone is enough of a reason to run the other way.

But even if we ignore that, as with B-Eco, the problem with Govvi as an MLM opportunity is that it’s operating as a pyramid scheme.

Seeing as there’s materially no difference between B-Eco and Govvi, I’ll just quote from BehindMLM’s B-Eco review;

B-Eco has clearly been set up as a product-based pyramid scheme.

This begins with new affiliates having to purchase fuel tabs when they sign up, and maintain a monthly order to qualify for commissions.

Commission qualification in MLM should never be tied to affiliate orders. It is the foundation of a product-based pyramid scheme.

After committing to their own monthly order, B-Eco affiliates are then instructed to recruit others who do the same.

Through B-Eco, Dan Putnam hopes to capitalize on rising gas prices. So he’s launched a spin-off pyramid scheme, through which he promises riches.

Regulatory compliance aside, the majority of participants in MLM pyramid schemes are mathematically guaranteed to lose money.

The SEC has taken Putnam to task over his Ponzi schemes. Perhaps one day the FTC will do the same over his B-Epic branded pyramid schemes.

This analysis is likely what Govvi was preemptively trying to hide with G3 Development spam.

I don’t think I need to further elaborate on an MLM company and owners that would seek to bury fraud rather than address it (or better yet, stop doing it).
