Of note is Arbcore’s official Telegram channel defaulting to Russian:

Over on YouTube we find Vladislav Stefanov citing Arbcore’s CEO as “Evgeny Levin”:

Levin appears to be some random Russian/Ukrainian shooting cellphone videos in an apartment.
Vladislav Stefanov is a Bulgarian national who, when it isn’t getting blown up, hides out in Dubai. Stefanov represents he is in Thailand at time of publication.

Stefanov cites himself as an Arbcore “Global Ambassador”:

Stefanov promotes Arbcore as part of Unity, a fraudulent investment scheme feeder he runs with Aderly Dupont.

Aderly Dupont last popped up on BehindMLM’s radar as President of the Athena Group Ponzi scheme.

Launched in mid 2025, Athena Group’s website has since been disabled.
As of February 2026, SimilarWeb was tracking ~38,200 monthly Arbcore website visits.
Over the same period top sources of Arbcore website traffic were Ukraine (42%), Belgium (30%) and Germany (19%).
As always, if an MLM company is not openly upfront about who is running or owns it, think long and hard about joining and/or handing over any money.
Arbcore’s Products
Arbcore has no retailable products or services.
Promoters are only able to market Arbcore promoter membership itself.
Arbcore’s Compensation Plan
Arbcore promoters invest 50 USDT or more. This is done on the promise of a 250% ROI, paid out “from 1.07% per day”.
The MLM side of Arbcore pays on recruitment of promoter investors.
Arbcore Promoter Ranks
There are seven promoter ranks within Arbcore’s compensation plan.
Along with their respective qualification criteria, they are as follows:
- Bronze – invest 250 USDT, recruit two promoters and generate 500 USDT in downline investment
- Silver – invest 1000 USDT, maintain two personally recruited promoters and generate 1000 USDT in downline investment
- Gold – invest 2500 USDT, maintain two personally recruited promoters and generate 5000 USDT in downline investment
- Platinum – invest 5000 USDT, maintain two personally recruited promoters and generate 10,000 USDT in downline investment
- Diamond – invest 10,000 USDT, maintain two personally recruited promoters and generate 25,000 USDT in downline investment
- Royal – invest 25,000 USDT, maintain two personally recruited promoters and generate 50,000 USDT in downline investment
- Infinity – invest 50,000 USDT, maintain two personally recruited promoters and generate 100,000 USDT in downline investment
Withdrawal Limits
Arbcore caps daily withdrawals based on rank:
- Bronze ranked promoters can withdraw up to 1000 USDT
- Silver ranked promoters can withdraw up to 2000 USDT
- Gold ranked promoters can withdraw up to 3000 USDT
- Platinum ranked promoters can withdraw up to 4000 USDT
- Diamond ranked promoters can withdraw up to 5000 USDT
- Royal ranked promoters can withdraw up to 6000 USDT
- Infinity ranked promoters can withdraw up to 7000 USDT
Referral Commissions
Arbcore promoters earn 5% of cryptocurrency invested by personally recruited promoters.
ROI Match
Arbcore pays a ROI Match through what appears to be a unilevel compensation structure.
A unilevel compensation structure places a promoter at the top of a unilevel team, with every personally recruited promoter placed directly under them (level 1):

If any level 1 promoters recruit new promoters, they are placed on level 2 of the original promoter’s unilevel team.
If any level 2 promoters recruit new promoters, they are placed on level 3 and so on and so forth down a theoretical infinite number of levels.
Arbcore caps unilevel team levels at twenty-one, along with how many downline promoters across these levels the ROI Match is paid out on.
Both the amount of unilevel levels and how many downline promoters the ROI Match is paid out on, are determined by rank.
With those caveats in mind, Arbcore pays a 10% match on the daily ROI earned by downline promoters across the unilevel team as follows:
- Bronze ranked promoters earn the ROI Match on up to three unilevel team levels, capped at 14 downline promoters
- Silver ranked promoters earn the ROI Match on up to six unilevel team levels, capped at 112 downline promoters
- Gold ranked promoters earn the ROI Match on up to nine unilevel team levels, capped at 896 downline promoters
- Platinum ranked promoters earn the ROI Match on up to twelve unilevel team levels, capped at 7168 downline promoters
- Diamond ranked promoters earn the ROI Match on up to fifteen unilevel team levels, capped at 57,344 downline promoters
- Royal ranked promoters earn the ROI Match on up to three eighteen team levels, capped at 458,752 downline promoters
- Infinity ranked promoters earn the ROI Match on up to twenty-one unilevel team levels, capped at 3,670,016 downline promoters
Cashback
Arbcore pays a “cashback” if a promoter reaches certain downline investment milestones:
- generate 10,000 USDT in downline investment and receive 200 USDT
- generate 25,000 USDT in downline investment and receive 500 USDT
- generate 50,000 USDT in downline investment and receive 1000 USDT
- generate 75,000 USDT in downline investment and receive 1500 USDT
- generate 100,000 USDT in downline investment and receive 2000 USDT
- generate 150,000 USDT in downline investment and receive 3000 USDT
- generate 200,000 USDT in downline investment and receive 4000 USDT
Joining Arbcore
Arbcore promoter membership is free.
Full participation in the attached income opportunity requires a minimum 50 USDT investment.
Arbcore Conclusion
Arbcore is a typical trading bot ruse MLM crypto Ponzi.
Arbcore represents it generates external revenue via crypto arbitrage trading:

No verifiable evidence of Arbcore generating external revenue of any kind is provided.
On the regulatory front, Arbcore represents it has registered “Capital Co. Ltd.” as a Hong Kong shell company.
Arbcore’s passive returns investment opportunity is a securities offering. This requires Arbcore to register with regulators and periodically file audited financial reports.
Not only is this a legal requirement, it is also the only way for investors to verify Arbcore is actually generating external revenue via purported trading.

Arbcore claims its Hong Kong shell company is “regulated under Hong Kong law and [is] authorized to conduct cryptocurrency exchange activities”.

This claim is immediately deceptive, as “conducting cryptocurrency exchange activities” has nothing to do with being registered to offer securities.
Securities in Hong Kong are regulated by Securities and Futures Commission (SFC).
A search of SFC’s licensee database reveals neither Arbcore or Capital Co. Ltd. is registered to offer securities in Hong Kong.
Furthermore, neither Arbcore or Capital Co. Ltd. appear on the SFC’s list of authorized virtual asset trading platforms.
Arbcore failing to register with securities regulators and file audited financial reports constitutes securities fraud. In other words, Arbcore is illegally soliciting investment in every jurisdiction it operates in.
As it stands, the only verifiable source of revenue entering Arbcore is new investment.
Using new investment to pay ROI withdrawals would make Arbcore a Ponzi scheme.
As with all MLM Ponzi schemes, once promoter recruitment dries up so too will new investment.
This will starve Arbcore of ROI revenue, eventually prompting a collapse.
Math guarantees that when a Ponzi scheme collapses, the majority of participants lose money.
