WebDocsNetwork Review: Doctors and recruitment
WebDocsNetwork launched in late 2010 however there is no information on the WebDocsNetwork website indicating who owns or runs the business.
The company’s website domain (“webdocsnetwork.com”) was registered on the 2nd of September 2010 and lists a “T. C. Chyung” as the owner. An apartment address in the US state of Illinois is also provided.
On the Twitter account @WebDocsNetwork, Chyung credits himself as being the founder and CEO of the company:
Why this information is not present on the WebDocsNetwork website is not known.
History wise, other than being credited simply as “a businessman”, I was unable to find any information on any past MLM ventures Chyung might have been involved in.
Read on for a full review of the WebDocsNetwork MLM business opportunity.
The WebDocsNetwork Product Line
WebDocsNetwork has no retailable products or services. Instead, affiliates pay to join the company and are then given access to ‘a national network of U.S. licensed, board-certified physicians who provide quality care for non-emergency medical needs‘.
For a monthly membership fee, WebDocsNetwork claim to provide members with
unlimited access to U.S. licensed physicians via web-cam, phone, or secure e-mail. Immediate access available 24 hours a day, 365 days a year.
The WebDocsNetwork Compensation Plan
The WebDocsNetwork compensation plan primarily rewards the company’s affiliates for recruit new paid members into the company.
WebDocsNetwork Membership Ranks
Within the WebDocsNetwork compensation plan there are 8 membership ranks and along with their respective qualification criteria they are as follows:
- Member – pay $19.95 WebDocsNetwork monthly membership fee
- Consultant – pay $39.95 WebDocsNetwork monthly membership fee
- Bronze – recruit 3 Consultants
- Silver – recruit 10 Consultants
- Gold – recruit 25 Consultants
- Platinum – recruit 50 Consultants
- Diamond – recruit 100 Consultants
- Executive Diamond – recruit 250 Consultants
Fast Start Bonus
The Fast Start Bonus is paid out to all WebDocsNetwork consultants who recruit other consultants. It is paid out down five levels, with the first level being consultants you personally recruit, the second level being any consultants your first level recruit and so on and so forth.
- first level recruitment – $25
- second level recruitment – $2
- third level recruitment – $1
- fourth and fifth level recruitment – $2

- recruit 1000 new members = $5000
- recruit 5000 new members = $25,000
- recruit 10,000 new members = $50,000
- recruit 20,000 new members = $200,000
Matrix Commissions
Residual commissions are paid out in WebDocsNetwork using a 3×9 matrix compensation structure.
A 3×9 matrix places an affiliate at the top of the structure with three legs directly under them. Directly under these three legs are another three legs and so on and so forth down nine levels.
Each of these legs is a member position that can be filled either via direct recruitment or the recruitment efforts of others.
Commission payouts via the WebDocsNetwork matrix is simple, for each recruited member an affiliate has in their matrix who pays their monthly membership fee, the company will pay out $1 each month.
Note that “Member” and “Consultant” ranked WebDocsNetwork members are only eligible to earn on the first six levels of their matrix. Levels 7-9 are only payable to Bronze or higher ranked members.
Matching Matrix Commissions
Available to Bronze Consultants and higher ranked members, the Matching Matrix Commission is a commission match on the matrix earnings of personally recruited members in your downline.
How much of a percentage match earned depends on a WebDocsNetwork member’s membership rank:
- Bronze – 50%
- Silver – 60%
- Gold – 70%
- Platinum – 80%
- Diamond – 90%
- Executive Diamond – 100%
Consultant Rank Bonus Pool
The Consultant Rank Bonus Pool is open to “Silver” or higher ranked WebDocsNetwork members and is made up of $1 per member (of any rank) who pays their monthly membership fee.
Shares are allocated equally amongst WebDocsNetwork members who are eligible to receive the monthly bonus.
Joining WebDocsNetwork
Membership to WebDocsNetwork is available in two options:
- Member – $19.95 a month
- Consultant – $39.95 a month
Note that “Members” are only able to earn on the first six levels of their matrix and are not eligible for any other commissions or bonuses.
Conclusion
Short of expecting that members of WebDocsNetwork have access to the medical services the company claims it provides access to, I’m not going to discuss or analyse the merits of the service.
Why?
Because it simply has nothing to do with how WebDocsNetwork members are compensated via the company’s compensation plan.
You could pair the WebDocsNetwork compensation plan with any product and the end result would still be the same – members are paid to recruit new members and continue to earn commissions as long as monthly membership fees are paid.
With “Members” able to earn commissions there’s no retail offering in WebDocsNetwork so effectively you’ve got a company full of affiliates who are all paying themselves via a monthly membership fee.
Should a new affiliate get recruited, the only way they can then earn a commission is to firstly pay and continue to pay their monthly membership fee (so everyone above them gets paid) and then to go out and recruit new members of their own.
A new member could simply wait for their upline to recruit new members, however if everyone does this nobody gets recruited and nobody gets paid. Not to mention the fact that commissions still rely on somebody doing the recruiting.
In the sense that WebDocsNetwork generates no retail revenue, members are paid to recruit and their residual commissions rely on the recurring payment of membership fees, the company easily fits the definition of a pyramid scheme.

WOW mobile seem to pre-date Solavei… MLM cell phone biz where you refer three and get your own service free thing.
There’s a SWOM group on it from 2-3 years ago, this guy’s phone number came up as a contact and sponsor, where his downline claimed T.C. had been “with the company for 9+ years”.

And the logo is a stock photo (of course)

Wow mobile… didn’t that turn out to be a big giant mess? (Randy Jeffers of Bids That Give fame)
I have been a member of WebDocsNetwork as a Consultant since June 2012. When I came in, I was told that T.C. Chyung was the owner and started it in 2010 and in 2011 decided to use a network/mlm model to distribute it.
He comes from an offline business background, not an online one. Being a new start up, the development of original artwork design in the logo might not be a priority place to spend money.
The $19.95/mo service “unlimited access to U.S. licensed physicians via web-cam, phone, or secure e-mail. Immediate access available 24 hours a day, 365 days a year” is available to anyone that is a U.S. resident and has given users significant savings in terms of time and expense by not having to make an office visit for a non-emergency illness.
Also included is a Prescription Discount Card that provides savings up to 85% at all major pharmacies.
Anyone choosing to promote this as a business (a Consultant), would have the same service and be able to participate in the pay-plan as you have outlined above for $39.95/mo.
In either case, the $19.95 Service or $39.95 Consultant, if you refer 3 others, your monthly fee is waived. This works because for every monthly fee that becomes free, there is a net gain of two monthly fees.
Also, for individuals that want to make it a business, WebDocsNetwork provides live interactive training and support for no additional cost from members that have extensive successful experience in network and internet marketing.
I have been paid as agreed on time since coming into the business. I interact daily with other members and participate on the Company Facebook support page.
T.C. Chyung is available and participates in company calls and trainings. I have not seen or heard anyone that had a problem with either the service or getting paid.
And finally, WebDocsNetwork is an MLM that has been approved for payment processing by PayPal which does not “easily fit(s) the definition of a pyramid scheme”.
That’s great and all, but at the end of the day you’re paid commissions to recruit new members, who in turn must recruit new members if they wish to get paid (or wait for their upline to recruit new members).
That’s the definition of a pyramid scheme.
I do not mean to be… mean, but merely to point out there are alternative interpretation to what info you received.
If the info’s not on the website, and not on the corporation papers, then what you’ve been told is merely hearsay, right?
That’s your PERSONAL explanation / rationalization. The truth is you don’t know why he used a stock photo as his own Twitter profile pix.
The question is… why would any one pay $19.95 a month, when they can dial a nurse for FREE?
http://www.economist.com/node/159749
That’s available for free too.
http://www.yourrxcard.com/
So it’s a pay to play plan… right?
Which proves nothing. Pyramid schemes and Ponzi schemes pay ontime right up to the point it can’t. Not saying that this biz is one, merely that what you named is NOT a sign of soundness or illegality.
Would you report it as a potential violator to Paypal and see what happens? Do you believe it that much?
You may also want to look into what happened to Burnlounge… almost identical business model, except with online music sales.
It’s illegal for doctors to prescribe any drugs (i.e. form a doctor patient relationship) without an in-person visit in all except 13 states, according to WSJ article.
Thus, the utility of this service is in huge doubt.

Hello Oz. I have a service and a business opportunity. I have introduced the service to people that don’t have the slightest interest or intention of getting paid or recruiting anyone. They just want access to the service period.
I am paid a commission each month they keep the service. I have heard many testimonials from people that have used the service and benefited both in savings of time and money. I myself must use a monthly prescription medication. It costs $84 a month but with the Prescription Discount Card I received with my membership, it only costs me $43.
I also look for people that are interested in a business opportunity because like with any MLM business, mine will grow faster with more people helping me spread the word.
If I were selling auto insurance for State Farm, I would receive a commission on each policy I sold and again on each renewal.
My office manager would probably get a piece of that also. If someone I sold a policy to wanted to sell auto insurance to, they could come in and fill out an app and get paid on commission just like me. That’s their choice.
Also, I can make more money in WebDocsNetwork than the person I signed up under. I’m pretty sure that’s not the case in a pyramid scheme.
(Ozedit: silly Youtube video removed)
What they want to do is irrelevant, it’s the business model that defines whether or not something is a pyramid scheme or not.
There’s no differentiation between retail customers and affiliates in WebDocsNetwork (because there’s no retail product), whether you personally recruit or not is irrelevant (however this does not change the fact that in order to earn as a business opportunity, recruitment has to take place).
you’d be having this discussion on a state farm blog. We discuss MLM here, everything else is irrelevant.
Money or getting paid has nothing to do with a pyramid scheme. All that is relevant is the business model (what you actually get paid for doing within the MLM opportunity).
K. Chang
I do not think you are at all… mean. I have been the victim of my share of scams over the years as I have pursued learning about online and network marketing.
You provide a great service raising questions and concerns. It takes time to build relationships and find people you can trust.
I am glad you recognize that there are alternative interpretations. One of the great challenges of the internet is to convey information clearly with the written word.
It is a skill that many people, including myself, have not mastered. But I will give it another try here.
I was told this actually by T.C. during a phone conversation I was on with him and a mentor of mine. My mentor has an extensive background in internet marketing and T.C. wanted him to put together an online training program for new Consultants.
Not really sure why T.C. would need or want to put that information on the website or corporation papers. Don’t know what purpose it would serve.
That is absolutely true. You got me on that one! I have no idea why he used a stock photo as his own Twitter profile pix. Just like I have no idea why you use a cartoon for yours here. I do know, however, he uses his real photo on the WebDocsNetwork Facebook support site.
Great question. By the way. Did you know that the Article you reference above is from April of 1998! Over 14 years ago. And the Dial-A-Nurse program in that article is in England! I guess calling English nurses with a health care question just never caught on over here.
But, let’s just say for fun, that there was a FREE Dial-A-Nurse program here in the good old USA. Why would someone pay $19.95 a month to WebDocsNetwork instead? Well here’s some of the reasons why I would.
When I enroll in WebDocsNetwork, I have a back office where I can put my entire medical history. I can put all my medications I use, the doctors I have seen, anything I am allergic to contact numbers etc.
Any previous consultations I have had can be recorded and saved in both audio and video. So if I am sick or injured, the WebDocsNetwork doctor I am speaking to has all my information in front of him or her so I don’t have to trust my memory or waste time finding it.
If I am in an accident and am taken to a hospital, these records are available online. If I find a doctor in the WedDocsNetwork that I like, I can request to talk with that Doctor rather than just anyone who might answer the phone. In some cases it could save a life.
That is why I would pay the $19.95, and why I would be excited to share it with others and if 3 others felt the same way, it would be FREE, just like the English Nurses.
Yes, you can get many different prescription discount cards for FREE all over the place. I never said WebDocs was the only one. However, if you are a Consultant, you have your own card ID number that is printable in your back office.
You can print them and hand them out. They do not expire and they are pre-activated so each time someone uses your card to fill a prescription, you are paid $1. You can get them printed up from the company as a business card on one side and the Prescription Discount on the other to hand out.
You get 5,000 for $75. Some of our consultants make a great monthly income just from prescription renewals.
Not really sure what you’re going for here? My sense is that you are focused on labeling WebDocsNetwork as a Pyramid Scheme. To do that you need to show that they do not provide a product or service in exchange for the money paid by the members.
You feel all that is happening is that money is just being moved around and if new members were not being brought in, the system would collapse. I feel I have addressed the issue of having a service and the value of that service above.
The Doctors in the Network do not do this for fun, so they need to be paid from the monthly fees. When I choose to be a Consultant, I increase the costs that must be covered by the company. I am given an affiliate website, my account needs to be administered and my commissions must be covered.
Shaklee charges distributors $14.95 mo for an affiliate website. Is that “pay to play”? I don’t know what more I can say on this.
You are right here. But understand, it is in response to your “Guilty until proven innocent” review here. “Pyramid schemes and Ponzi schemes….Not saying this biz is one”. Huh?
Your last sentence in your review says “the company easily fits the definition of a pyramid scheme.” Sure sounds to me like you are saying it is one. You base it on the statement “WebDocsNetwork generates no retail revenue”. This is not true.
They are selling a service and are paid a commission for selling that service whether or not they recruit any other Consultants.
Would I report it as a potential violator of what? PayPal has already done it’s investigation and review of WebDocsNetwork prior to agreeing to processing it’s payments. If you are suggesting that WebDocsNetwork has somehow pulled a fast one on PayPal, you really don’t know what you are talking about.
Anyway, I appreciate the opportunity to respond in this discussion.
No, only that nothing is being sold at a retail level and members are paid to recruit new members.
You are selling membership, by virtue of the fact that neither the prescription card or medical advice is provided by WebDocsNetwork itself – these are not services you are selling.
You are selling membership which in turn provides access to third-party services. In MLM this matters, as on paper you are selling membership to the company itself (and are thus a pyramid scheme).
As an MLM business opportunity, this is true. Members at the bottom of the pyramid cannot earn without recruiting new members.
Shaklee sell a product at a retail level, WebDocsNetwork do not. This is thus an irrelevant comparison.
Yes it is. There are no retail customers in WebDocsNetwork (customers subscribed to the service and unable to participate in the compensation plan).
“Choosing not to recruit” is not a valid differentiation between affiliates and retail customers. If your retail customers can earn and participate in the compensation plan they are affiliates not customers.
As above, you are selling membership which provides access to a third-party service. WebDocsNetwork themselves are not the provider of the service, so you cannot sell the service itself.
Paypal is irrelevant, only the business model matters.
You’re thinking “glass half empty”. I’m thinking “glass half full”, in that they do not retail, which Oz already explained: no separation of “ultimate customer” and affiliate.
As I said before, check into Burnlounge case. They do the SAME THING. Another case you need to look into: Weber vs. Omnitrition, and the definition of “ultimate customer”. In this case, there is no “ultimate customer” (who’s NOT involved in the comp plan).
And yes, you got me on the hotline. However, I have to point out that most large US public health systems have free dial-a-nurse advice lines for residents (not merely members). Here’s a real one in Maryland:
http://www.aahs.org/askaamc/
As for why I use a “cartoon” for my Avatar… it’s an avatar I created. It somewhat resembles me, and I don’t represent an income opportunity involving exotic cars or parrots. So what does that have to do with anything? 🙂
I think I see your point. I hope you see mine.
The larger question is how is any of this HIPAA Compliant?
As mentioned before, all but 13 states do NOT allow prescribing any medicine or treatment without actual physical meeting. So, chance of this passing HIPAA is low to nil. 🙂 IMHO, of course.
With thousands of U.S Board Certified M.Ds in place, I am 100% positive that THEY wouldnt do anything to jeopardize their medical licenses.
I for one have had numerous consultations with the physicians via phone. Just like Gene A, I have been involved with Webdocsnetwork for over 8 months. The testimonies from all have been positive.
As far as the RX card link you provided, that too is an affiliate link where someone in cyberworld is earning a commission for any Rx that is filled. I too earn and get paid much more than the person that I signed up under.
If you think you can speak to a M.D for FREE, please show me how! (not a nurse). If you look at a company called MDLIVECARE.com, you will see the fees that companies charge for 24/7/365 access to a doctor. They have 1000’s on board!
Google Telemedicine…
Yes, this is HIPPA compliant as a full medical history is taken and stored just like at a reg doctors office.
$19.95 for UNLIMITED monthly access to a U.S physician is a godsend for many of us!
And where is this stated and who is their auditor?
Only if you’re in one of the 13 states that allows prescription without in-office visit.
Please post the 13 state information link. And $19.95 is very well worth the money even if a prescription is not needed!
This is the pharmacy info that is the same for WebdocsNetwork since we are affiliated with the same physicians
mdlive.com/pages/how_it_works.html
HIPPA COMPLIANT

Too bad about the recruitment commissions and paying out affiliate’s commissions from affiliate’s membership fees hey.
The following is a direct quote from the FTC website:
http://business.ftc.gov/documents/inv08-bottom-line-about-multi-level-marketing-plans
Notice it doesn’t say all. It’s the business model and not whether or not you make money.
I will bet you all the money in my brother-in-law’s Zeek back office that the FTC will investigate webdocsnetwork eventually. If you win I will pay you in bids 🙂 If I win you get to pay me in cash. 🙂
I first contacted Cameron Larson On March 20, 2015, seeking information.
I just spoke with a young lady today and asked if there is a way to contact and bring Drs on board with this program. She did not have the answer but informed me that she would talk to the CEO.
So, I’m trying to contact the CEO to inform him of my experience in the health care / medical field. I provided care for many clients, many patients and I have encountered / interacted with many Drs. and other medical professionals.
I am taking this approach due to money I have lost on other opportunities. I’m trying to be as sure as possible of what I’m getting into this time.
I believe in this program. I hope to speak to someone soon to get some questions answered; Please, and Thank You.
Best Regards.
P.S.: After doing some searching I found the name of the CEO/T.C.Chyung, Founder & CEO.
