There is no information on the 2×2 Funds website indicating who owns or runs the company.
The 2×2 Funds website domain (“2x2funds.com”) was registered on the 7th of November 2016, however the domain registration is set to private.

The 2×2 Funds Product Line
2×2 Funds has no retailable products or services, with affiliates only able to market 2×2 Funds affiliate membership itself.
Bundled with 2×2 Funds affiliate membership are advertising credits, which can be use to display advertising on the 2×2 Funds website.
The 2×2 Funds Compensation Plan
The 2×2 Funds compensation plan sees new affiliates gift bitcoin to existing affiliates through a 2×2 matrix.
A 2×2 matrix places an affiliate at the top of a matrix, with two positions directly under them:
These two positions form the first level of the matrix. The second level of the matrix is generated by splitting each of the two positions into another two positons each.
A 2×2 Funds affiliate signs up and gifts 0.05 BTC to the affiliate who recruited them.
This payment then qualifies them to receive 0.05 BTC from two subsequently recruited affiliates, placed on the first level of their matrix.
The second matrix level is unlocked with an additional 0.1 BTC gifting payment. This payment qualifies a 2×2 Funds affiliate to receive 0.1 BTC from four affiliates.
Note that all gifting payments in 2×2 Funds (both received and paid) are made every 7 days.
Joining 2×2 Funds
2×2 Funds affiliate membership is tied to a 0.05 BTC gifting payment to the affiliate who recruited you.
Full participation in the 2×2 Funds MLM opportunity costs 0.15 BTC every 7 days.

2×2 Funds is pretty straight forward. You sign up, gift money to whoever recruited you and then scam others by collecting gifting payments from them.
Sooner or later 2×2 Funds affiliate recruitment slows down, meaning those at the bottom have nobody to receive funds from.
Are there any refunds?
With payments made every 7 days, that means anyone who hasn’t scammed enough people to recoup what they’ve paid in loses out.
Mathematically this is guaranteed to be the majority of 2×2 Funds affiliates.
